State-Run Mazagon Docks Forms JV with Pipavav and L&T for Warships and Submarines
As part of the Indian government’s policy to fast-track the production of naval assets, state-run Mazagon Dock Limited (MDL) has entered into two separate joint ventures with private sector giants Larsen & Toubro and Pipavan Defence and Offshore Engineering. The JVs will enable the timely construction of submarines and warships in the country and enable self-sufficiency. As for the current deal between state-run MDL and the private giants, Larsen & Toubro will help MDL construct submarines while Pipavav will build surface warships.
State-Run Mazagon Dock Confirms JV with Pipavav Defence to Build Warships and Submarines
India’s largest private defence shipyard Pipavav Defence and Offshore Engineering has been chosen by state-run Mazagon Dock as a joint venture partner to build warships and submarines for Indian Navy. While the joint venture was stalled earlier due to a row over the Mazagon Dock’s selection policy, the joint venture now stands confirmed by the government. According to Nikhil Gandhi, chairman of Pipavav Defence, the 50:50 joint venture named Mazagon Dock Pipavav will implement part of the existing orders of Mazagon Dock.
Guidelines for Defence Public-Private Sector JVs Approved
India has come out with a detailed guidelines on formation of joint ventures (JVs) between defence public and private firms enabling future tie-ups between the two for exploring business opportunities in the security sector and for boosting indigenous design, development and production capabilities, over four months after it had put on hold such an effort by Mumbai-based government-owned Mazagon Docks and Gujarat-based private sector Pipavav Defence and Offshore Engineering. The decision also comes even as there is a major debate in progress over demands from the private sector.
Proposed Guidelines for Public Private Partnerships
Aiming to plug loopholes in the joint ventures between defence and private sector shipyards, the Defence Ministry has prepared a draft policy on the issue, two months after it put a freeze on any such tie-ups. The Ministry had put on hold any such joint venture after receiving complaints against a JV between Mazagon Dockyards and Pipavav Shipyards to build naval ships. Sources revealed to Defencenow.com that as per the proposed new policy, Defence shipyards will not be allowed to share the contracts with the JV Company.
Indian Navy to Procure Indigenous Anti-Submarine Ships
The Indian Navy has expressed its intention to acquire indigenously-built shallow water anti-submarine craft to ward off any underwater threat. The anti-submarine ship will tackle and destroy under water threat, undertake low intensity maritime operations and enable laying of anti-ship and anti-submarine mines. A Request for Information (RFI) has been issued and the acquisition will fall under the “Buy Indian” category.
